As news has been recently announced that government ministries, departments and agencies (MDAs) owe the Water Board 21bn in unpaid bills, the proposed 2019/20 shows that these MDAs have been given more funds, while those that did not overspend were given little.

It is however not clear if these MDAs have been given the funds to take care of the outstanding bills, but what is known is that since the Minister of Finance did not confront them for the outstanding bills, the MDAs will be careless in how they handle their finances.

Meanwhile the opposition parties have announced that they will not approve of the proposed amendments to the 2019/20 budget.
